Re: FormPreferences patch

Attached is a clean-up of FormPreferences. Each tab folder is now 
encapsulated in its own class.

The patch also activates the various "Browse" buttons, although LyXFileDlg 
still needs to be modified to make it straightforward to return a directory 
if that is what is desired.
