Ah, I concluded the contrary by testing Libreoffice (4.4) using diff to see if CT was recorded. According to my test, CT is not saved with the document. Although ironically the save button gets enabled after toggling CT!

Below is the diff. Does that contradict your experiment or have you just tried it with Word?

In any case I think the new proposal of a checkbox "Open with change tracking enabled" would improve the situation for both use cases.
