Your path is ok. The first two entries are a bit clunky (not to mention the second being redundant); I would shorten them to
PATH=C:\lyx32\bin;C:\program files\image...
However, I'm pretty sure what you have there should work, and in any case wouldn't cause the "cannot find chkconfig.ltx" message.
