Dear Rasmus,

you are not the first one reporting LyX is slow at scrolling...

What you can do:
1) Are you able to upgrade to the final release LyX 2.0.0?
   Or do you have some reason not to do so?
2) Is the slowness varying for different documents, window size,
   keys (page-up vs. line-up) etc...
   Can you do some investigation, please?
3) You may try to disable the "Spellcheck on the fly" in preferences
   and watch for the difference in slowness.
4) Use a terminal window and the top command to verify what process
   is busy when you're waiting for scroll updates.
