I´m running Xorg 7.1 on Debian unstable, so I can´t say if you
have a Problem with Xorg 6.9. But looking at your xorg.conf I
get the feeling that it is just your config that is messed up.

I woul recommend using the aticonfig tool to try to get an
initial working xorg.conf and work on from that. It should
have been installed with the ATI proprietary drivers and has
quite a long help message. Try running it with these options
initially (And remove anything pertaining to the vesa driver
from your config first):

aticonfig --initial --input=/etc/X11/xorg.conf

This should hopefully get you up and running and you can start
to tweak on from there. Playing around with that tool you
can find a lot of otherwise undocumented options to the driver.
