search.cpan.org intelligently redirects to a mirror for actually downloading the
file. It appears that the tar hadn't replicated to whatever mirror you were
sent it. I just tried and got the file, as designed.
cpan> install MSCHWERN/ExtUtils-MakeMaker-6.30_03.tar.gz
Works pretty well too as long as your mirror is updated.
