Years ago I took a business writing class at Salomon Brothers where the instructor warned against the use of the passive voice. He said that it is a way of concealing accountability. If you write, for example, "cleared trades are delivered to the P&S department", you have no idea who is doing the delivering.

Same thing here with Roger's "were considered to be". Who considered it? Catherine the Great's colonial administrator? Christian Rakovsky? Inquiring minds want to know.
