Formatting the partition at offset zero as FAT will trash a disklabel stored at LBA 1. Various other non-obvious things will also clobber it. For example, if somebody follows general instructions for zeroing out a partition using dd, and naively tries to zero out just the partition that starts at offset zero, (which may or may not be 'a'), then they will also clobber a disklabel that happens to be at LBA 1.
