A good starting point, imho, would be to download an xpi from UMO/Addons.mozilla.org whatever; (such as chatzilla or something) and compare it's directory structure, roughly with yours.

install.rdf MUST be in the top-level directory of the xpi for example. (as in if you were to expand the xpi with an unzip program install.rdf would be in your current directory by default.)

While I agree that your assessment is in line with what I expect the behavior be, sadly, it's not the case.

I'm perfectly willing to believe that I've somehow misassembled the XPI file or something, but if that's the case, the error messages I'm seeing are badly misleading.
