It just hasn't been removed.  It tells how many bits are being wasted
because the bit reservoir became too full.  This happens a lot with
high bitrate frames because of a strange buffer limitation in the MPEG spec.  
(I think most software players ignore this limitation, so in the future
we might add a "relaxed" option which would not waste these bits).
