Cam and others... I have been trying to keep abreast on this issue ( which
has been in the hopper for almost a year) because of the Phillips issue of
dividing into four neighborhood groups or regions.  Ventura Village is
requesting to be a new neighborhood.  I have heard there already are other
requests throughout the city with the Riverfront and downtown changes so we
could go up to 85-87 nighborhoods.  (interesting that 87 is how many
counties we have in the entire state/ I digress). 
Darryl Stokesberry of the Planning department has been working on this
issue.  He has come out to our neighborhood group (East Phillips
Improvement Coalition - EPIC) and explained the whole "enchilida" on this.
It is not clear if the Presitigous West Phillips, Midtown Phillips or EPIC
will each be seeking to be their own neighborhood or if we would stay under
one umbrella.  
So my assessment is the planning dept has done the work.  Your question
might be - how are they going to get neighborhood imput - or should this
review be done by the Center for Neighborhoods or what.  I think they are
close to being done with this process, however.  Good luck!
