By default, Domain Users do not have rights to make changes to the public user 
profile (c:\users\public\desktop).

Most likely issue is that the Chrome shortcut is being placed in that location. 
You just need to make a change so the shortcut isn’t placed on the desktop when 
Chrome is installed – either that or mitigate the issue some other way. I 
wouldn’t recommend making any permission changes to the folder though.

I'm doing the Pilot windows 10 build . At the time of UAT test, When any user

So what exactly i need to do for fixing the issue.. Do i need to add any local 
policies in task sequence........

as of now , As a workaround am adding the user as local admin...
