By default, Domain Users do not have rights to make changes to the public user profile (c:\users\public\desktop).
Most likely issue is that the Chrome shortcut is being placed in that location. You just need to make a change so the shortcut isn’t placed on the desktop when Chrome is installed – either that or mitigate the issue some other way. I wouldn’t recommend making any permission changes to the folder though.
