We have no such restrictions and are willing to help with related third party software if we know how but you haven't mentioned what MTA you're using so we can't tell you what you need to change. Is it Postfix, Sendmail, UberCoolMailer or something else? Most MTA's are configured out-of-the-box to be able to send to worldwide addresses. What's been changed to restrict that? Is it firewalled in such a way that it can't directly communicate outside your network?
