The list of modules in perl doesn't show the package but when trying to install
it through cpan it says the module is up to date.

Your find command indicates you have MIME::Header installed, but you need
Mail::Header (completely different).
Depending on your distribution you can probably install it from the regular
package manager (but you'll have to search for the package name (something like
perl-Mail-Header)), or you can install it through CPAN:
perl -MCPAN -e 'install Mail::Header'
