Hmm, I ran a find on my system and I can find the pm file:

[root@hail_virtual ~]# find / -name "Header.pm"
/usr/lib64/perl5/Encode/MIME/Header.pm
/usr/share/perl5/Mail/Header.pm

It seems to be part of MARKOV/MailTools-2.12.tar.gz
