Unless you have blocked inheritance on the OU? Some of the Google hits indicate issues with a Legal Notice GPO with a carriage return in it. IIRC the only way to do this effectively is by editing the binary data, so it might be something beyond the scope of a standard GPO. You don't have one of those setup?
