This afternoon I was standing at the edge of Nelly's Lawn in Prospect
Park watching the Red-tailed Hawk nest through my scope. A parks
department vehicle stopped at the side of the road and a woman walked
over to me. She told me that I needed a permit to shoot still photos
or videos using a tripod. I made the mistake of trying to correct her
misinterpretation of the park's Rules and Regulations. While I
occasionally digiscope images with an inexpensive camera, I am clearly
a hobbyist and not a commercial photographer. She said that was
irrelevant. I finally decided to ignore her and continue what I was
doing. She eventually departed and the police were not called ... at
least not this time.
I know this subject has probably been beaten to death here, but
apparently it needs some clarification for certain city employees.
While I kind of doubt it has, does anyone know if the rules have been
changed? There was some discussion by the city several years ago to
require permits when using a tripod, but I thought that Mayor
Bloomberg nixed the plan. The city employee who hassled me was:
