Three isn't anyone at the gate at Tobay before 7am, possibly before 8 (official opening time) on weekdays. Permit can be obtained by emailing beac...@oysterbay-ny.gov , subject JKF permit with your name and address, and the make, model, color and plate # of your car and they will mail the permit to you.
