I don’t know what kind of fishing permit is needed for the area you are discussing. I purchased a NYS Resident Fishing Permit for $5, senior rate. It is good for a year. I purchased it online last May and printed it out at home. It came with a parking permit. The process was quite simple. It was purchased from NYSDEC. I also purchased a NYC Water Supply Lands Access Permit from NYCDEP.
