Actually, for a podling I think that's a discussion that reasonably should happen on the dev list. How should the podling's PPMC be comprised? I don't think the PPMC should be determining its own composition policy. When it comes to discussing who should be granted commit, yes, that's a PPMC thing. However, whether PPMC should == committers is something for the whole podling to consider. I think.
