The d20 FAQ used to include this Q&A:

Q: What does "potation" mean?
A: It's an obscure legal term that means "conversion from one form to
another"...

That's all I can find of the quote right now. It's now longer part of the
d20 FAQ.

As you said: it's not a typo, but rather an unfortunate word choice. You
want "obscure legal term"? The word's not used in a legal sense on any Web
site I can find so far EXCEPT FOR OGL licenses. The exceptions are two pages
that look to have been translated from other languages, and I can't really
get the sense from them.
