Since RMCP is an internet protocol, unless the blades have internet
connections they will be unable to respond.  Some blades do, BTW.  But
yours apparently don't.  And it not a process running on the blades,
it's running on the MC.

Communiction to the MCs is done over IPMB in a ATCA chassis.
