Yes in therory. Somebody needs to take on the work though. And
remember libswd integration has not been done for OpenOCD and
that may take quite some time to be done. And the current SWD
support work mainly concentrates on certain device like KT-Link
(libswd from Tomek) and Versaloon (Simon's work).

The whole J-Link documentation (include JTAG)  is not complete
from Segger's documentation, that is not a problem though as
reverse-engineering can be done.
