Perl should go to the SFW consolidation anyway.  There's no point in
having it in ON-- it probably makes it harder to keep up to date than
if it was elsewhere.

Actually, I wouldn't complain too loudly if perl where in a consolidation of its own. :-)

The one potential drawback to this is the few perl bits that are used to access some system critical information. (E.g. psrinfo, kstat, etc.)

I hope these tools are not the _reason_ that perl was brought into ON.
