Greg - Yes, Windows 8 has the Hyper-V. But I know that a few people have used the WP8 SDK on Windows 7. I think a requirement is 64-bit Windows? But the VS2012 Express version is suitable. I found this a good jump-off point - Developing Apps for Windows 8 <http://msdn.microsoft.com/en-us/library/windows/apps/ff402551(v=vs.105).aspx> - possibly the topic about requirements for the emulator <System%20requirements%20for%20the%20emulator%20for%20Windows%20Phone%208> is what you needed to see first, though. I do have a Windows Phone, and after a long delay it was updated to WP8.1 a few months ago (Australia followed later than many countries).
