I can assure you that iTunes and VLC have Graphic Equalisers in them and
I would imagine that Windows Media Player would have similar, some sound
cards and the Windows sound system itself usually offer bass and treble
controls though how accessible these may be can very much depend on the
sound card you're using.
Only me of course but when I'm listening through headphones I've
certainly never found it necessary to use an equaliser, flat is good
enough but I appreciate that everyone is different.

Itunes certainly has an equaliser though I'm not sure how many bands
are featured.
This is only me but the playing of files and formats and
accessibility is more important to me than equalisers, if worst comes
to worst and you're into that sort of thing then you can adjust bass
and treble controls on your audio system.
