Upon further research, it seems they are stored in a .cfg file which is not human readable, it is binary. This file also contains other information relating to Foobar. So in the end, I created jaws scripts with keyboard shortcuts instead, to control the functions of Foobar from any application, volume, next/previous track, and all the things you would expect. This works much better.
