It's almost certainly a little digicam with a fixed registration copy lens setup. The only real advantage over a scanner might be speed. You'd be better off with a used Minolta Scan Dual II/III/IV and Vuescan software. Recent Ebay prices on the Scan Dual II are down in the $60 range, and it will produce a 2820ppi, 10Mpixel image, where this device is claiming a 5Mpixel image (about 1900-2000 ppi).
