Christine,
In case of low-light shooting, I find the best way for using flash is to set the camera in M mode for exposing the environment and then add some flash for the main subject in the foreground. Also try spot metering, especially in case of a small subject against a wide underexposed background.

I mean in this case the flash operation can be set to P-TTL.
