To me it's novel for the
contrast between the magnitude of the action
and mealy-mouthedness of the pretext.

When I was here in may 1971 w/about 50,000
people intent on shutting the city down,
the fuzz didn't do anything like that.
All they did was flail us w/their clubs,
standard operating procedure.
