FreeBSD generally doesn't do that. EG, our kernel configuration
utility, config(8), is in /usr/sbin. There are some 'tools' dirs,
but these contain hackable scripts and the like, and are used only
by developers and other cognoscenti ;-)

All things that are installed via the ports system are installed in
${PREFIX}, which defaults to /usr/local. (NetBSD defaults this to
/usr/pkg)
