I think the problem is that the RFCs aren't really a list of the
things he has to consider.  The RFCs illustrate areas of potential
change (REs, OO, little language extensibility) that are all
overlapping to some extent.  This, I think he's discovered, doesn't
lend itself to periodic updates.
