OK  I believe that piece must have been lost. It seems PO had removed  the 
input shaft to repair stripped threads on the crank connection and just  
ended up welding the crank to it. He must have forgotten to put that missing  
piece back therefore never got it running again.
George was going to be my next call anyway. I might as well get a crank,  
shaft, ratchet piece and spring all at once.
