I'll look into making a patch for this.

Bureaucracy. Software and software versions get approved/disapproved at
a level higher than me (and my organization).

Understandable.

It changed from a file (custom_functions.php) with specific functions
that got called (postAttrModify/preAttrModify/etc), to the hooks system,
which sourced from the (non-existant) hooks directory, to a new
directory structure that is broken out by classes and hooks.

Each version I used had a bug in the hooks system that I submitted
patches for. No real complaints here; the code was fixed in the next
version. I have a patch in currently for this version.

I completely understand. I'll submit patches for any features I'm able
to work into the code.
