Edit your /etc/inittab.

c0:23:respawn:/usr/local/sbin/mgetty -s 115200 -n 1 ttyC0
The line should be something similar above, correct mo na lang.

Just correct the path to mgetty, I couldn't remember it anymore.
And also issue ats0=0 to your external modem so that it will not auto
answer, and let mgetty handle it.

Try also portslave, mas flexible siya. 
And also try using icradius. I like it. It uses mysql as it's backend
database.

And most of all, manpages... :-)
