>From your request, I am suspecting you have some devices powered by PoE
that you need active on the network as soon as possible, like maybe a radio
or something. How about using whatever favorite switch works for you
otherwise, and putting a PoE injector in the line going to your devices
needing immediate power? They would then actually be powered all the time,
regardless of the switch status. You may need to turn PoE off on the switch
ports you have an external injector on. Sure, it adds a little hardware
complexity, but I think it will provide the functionality you are looking
for.
