Possibly - it depends on the card and whether there is a suitable interface for the OS which enables the card to be tuned and a audio stream to be used by an application.
There are solutions for Tuner cards using V4L interface on Linux boxes. It is also possible to use Griffin RadioShark on Linux via USB.
