I think the windows radio you are thinking of was a DAB tuner called Wavefinder.
Also some users with cable/satellite boxes with a web interface have used them to get MP2 streams of their local FM stations. I have a similar but different Radio Shark Linux setup based on a plugin. I've looked at writing a USB app for Radio Shark for Windows but didn't do any implementation.
