Sorry for that mistake : it should be written without the 2 's' as
"un milliard quatre million deux cent vingt-quatre mille"

Furthermore it is correct to use the character '-' when part of the number is less than 100. For instance :
23370 is "Vingt-trois mille trois cent soixante-dix"
250 is "Deux cent cinquante"

Do you mean to have the "s" on "millions" and
"cents"?  The rule that Dan Baronet described
was no "s" after a unit name if it is not
the last word of the number phrase, and I have
seen the same description elsewhere.

I personaly would say "un milliard quatre millions deux cents
vingt-quatre
mille" without 'de'.
