As explained by Dennis, https://dist.apache.org/repos/ is a subversion
repository, the repository that has the source code and the website uses
ViewVC, it has a column with revision and age,  see
https://svn.apache.org/viewvc/openoffice/ but AFAIK dist does not have
one.

I am "uploading" = commiting to the svn repo each package individually,
that means that every package has a commit and triggers a commit message
delivered to
http://openoffice.apache.org/mailing-lists.html#commits-mailing-list You
can subscribe to the list or read one of the web archives.

If new Windows install sets are built for
https://bz.apache.org/ooo/show_bug.cgi?id=127140 this won't be a new
release candidate, because there will be no new source code commit, and
it affects only Windows; so I guess that the current packages will be
replaced by the new ones using subversion (also new signatures and
hashes will mismatch).
