Please note that I've not been part of the team who started the orion
effort nor I'm an IBM employee, so the answers are my personal
thoughts/reasons I can think of but you are invited to ask questions on
orion IRC or the e4-dev-mailing list.

I think there's no technical reason but rather one of knowlegde and I
think the people involved know dojo better than qooxdoo.

a) Because Web-IDEs have to different than a Desktop-IDE
b) Because RAP is more like XWindow so in the end it is very server
   centric (e.g. every keystork is transfered to the server)
c) You need to code Java to know:
   * Java
   * SWT/JFace
   * Eclipse Platform Code
   to write plugins for the Eclipse IDE whereas most webdevelopers know:
   * JavaScript
   * HTML
   * some JS-Framework (qx, dojo, jquery,...)

Another very big problem to run the Eclipse IDE with RAP is the most
important thing an IDE needs. It has to run the Eclipse Code editor and
Text-Framework which is a big beast :-)

The e4 project was started ~3 years ago and we there designed a new
Eclipse RCP Framework (Eclipse Application Platform) which provides the
foundation of the upcoming Eclipse 4.x development stream but we also
experimented there with e.g. SWT-BE (SWT for the Browser), SWT-Flash
(SWT for Flash).

So it is to some extend a playground (in Eclipse terminology incubator)
for developing new ideas, ... .

So orion is one more "idea" (well it's more than an idea but I can't
find a better term) we are growing up inside e4 and once mature enough
the plan is to make it a top level project.

I can only say: If you are interested come and join us. The earlier you
start bringing your own ideas, knowledge, ... the bigger is the chance
things will work as you expect them to work.

I think what would be at least feaseable would be that one is not forced
to use dojo to write a "plugin" for Orion but someone must invest into :-)
