That's the big problem. No matter how much you train the honest ones there will be renegades. I've heard the same thing about manhole covers. Unscrupulous buyers will buy those. And it's pretty darned clear that a manhole cover is not likely going to be surplus.

Some outfits are now micro dotting the copper so it can be proven it's stolen. But melt it down and whos gonna know?
