OK, from what I've just read http://www.rane.com/par-b.html#balance it seems that what we're currently using is really just a digital realization of an M-N taper balance pot. I've also seen this configuration described as a 0dB panning law. Perhaps the thing to do is to leave the submaster controls as they are, basic balance controls, and save all the fancy panning laws for the individual instrument controls. A submaster's panner could still be used to position a sound source, but it would require more interaction with the level control. I blundered into this thing having never heard of panning laws. I knew only that I was experiencing difficulty positioning my sound sources and was inordinately pleased with myself for having worked out a simple modification that solved the problem. I had no idea I would be kicking over a hornets' nest by going public with it. This continues to be an interesting learning experience. Panning laws seem to be more of a convenience than a necessity. They don't directly determine the final mix so much as they determine the level of frustration involved in achieving it.
