Appears it only works if you have at least one note in the segment.  In 
that case, it _does_ appear to work.

This is probably a side effect of the floating channel allocator gizmo, 
even though all your channels are fixed.  Tinkering with that is beyond 
me, especially right now, but at least it seems there is a plausible 
workaround.  Just stick a note in each segment.  In fact, it looks like 
you can just stick a performance direction or any other random 
non-sounding event in there to trick the controllers into being sent out.
