As you know, I made the rewriter able to handle swing so it could cope
with the quantizer's swing, and then found that I just couldn't get swing
info from the quantizer.  It always gives zero; apparently we don't store
the quantizer that we use in the quantize command.

Not wanting to waste that, I wrote a little code to store swing parameters
in TimeSignature.  The dialog code is pretty hacky - I mostly
cut-and-pasted from QuantizeParameters to TimeSignatureDialog.

I'm pleased to report that it works well.  Does just what I'd expect:
understands notation-times as swung times until the next time signature.

I use TimeSignature units (bars, beats) rather than BasicQuantizer units
and I default the swing unit to one beat.
