Seems unnerving. So, I would say that this shouldn't have any effect on anyone. But I would want Michael and Tom's opinions before proceeding. Notation editing is more their area. My only comment would be that the change is rather hard to understand. It needs some clarifying comments. Otherwise someone (like me) will remove it one day without having any idea what it was doing. Just an explanation of what it is fixing should be sufficient. E.g.: // Fixes problem with sustaining notes while adding notes with // the pencil tool. Also avoids moving playback position in // playback mode, allowing editing of a loop in real-time.
