In my opinion update policy is a good term and good way of thinking about it.
As I see the actual RFE needs two policies. (I think that two update policies
are better that one with and without a parameter)
%updatepolicy(mutable) - install and update until it is modified, after that do
not care. Only if the file does not exist, install it again.
%updatepolicy(installonly) - only if the file does not exist, install it, else
do not care.
