Turns out this is due to Python distutils linking against libmsvcr90 or 
libmsvcr100. Forcing distutils to use msvcrt instead (usually a bad 
practice) solves the random DLL load failures and crashes. Got it 
working on win-amd64-py2.7, 3.2, and 3.3.
