The source, Glass says, "is known to me. He is a very private person with a solid military intelligence background." The studio referenced in the report is in Hollywood and (coincidentally?) was involved in the production of Steven Speilberg's new 14 UFO/ET mini-series.] The eyewitness writes: "We had a sighting here at the studio where I work. It occurred in the morning of January 27 at about 9:40 am and lasted until 10:00 am. "There are about 30 people total who saw these objects. What brought our attention to this was the annoying sound of a helicopter that was circling constantly about 100 yards away. When we went out to see what the commotion was, there were already several people viewing. There were two large and about eight small objects. The larger ones appeared about the size of a push pin held at arms length, the smaller about the size of a pin. "As the chopper moved toward one of the larger objects, the smaller objects formed a ring around the larger one, as if to defend it. The 'copter, in response to this, quickly started flying to the north and continued out of sight. "After it left the area, the small objects changed to a "V" formation behind one of the larger objects and flew to the west, disappearing into the slightly hazy sky. The other larger object went straight up until it too disappeared from sight. "At 10:20 am I heard people talking outside my door and went to see what was up. Another object was hovering motionless, and remained in sight for about ten minutes. "One of our techs had a pair of binoculars in his truck, and we were able to see it quite clearly. It was oval in shape, with a yellowish chrome band through the middle. The top portion was red, the lower portion green. "About 10:45 the object started rising slowly until it was gone from sight. "Wind was 3 to 8 miles an hour coming from the southwest, [sky] mostly clear with a slight haze. Not sure that the [chopper] was from L.A.P.D. as there were NO NUMBERS one could use to identify it. The height that it was circling at was no more that 80 to 100 feet -- you could clearly see the pilot looking at these things. "Location of witnesses was at The Post Group [studio?], with the sighting occurring to WSW direction. CNN had a clear view of all this, but did not respond. We did get calls from other studios asking if we were seeing the same thing." I must admit that while I have grave reservations about their scheme and certainly have a bone to pick with them for abusing the trust of their constituents by embarking on this sort of altruistic power-trip without making it an open part of their platform, I very much doubt it will come to anything. In part it reflects their own naive idealism, but also the reality that their power as politicians is becoming increasingly circumscribed by global economic integration. It's attempt to claw something back at a global level. I doubt it will succeed. The "Resistance" you speak of sounds intriguing and I'd certainly appreciate some more info. BD. Om K - Twenty Questions . . . 1. What is your background? I am married, have three grown up kids and one grandson. I live on the East coast of England with a fine view out over the countryside. Professionally speaking I spent almost 28 years in stockbroking and international banking in the City of London. I worked for a number of what I now know to be "interesting" firms - but at the time didn't really know the game was on. One of these firms was Euromobiliare, an Italian Stockbroker owned by Agnelli. Earlier, I also helped set-up the London office of Blyth Eastman Dillon Co Limited which was the Eurobond arm of this Wall Street broker. I also had a short spell with Shearson Rhodes Loeb, London. Then there was the three or four years I was with the London office of White Weld Co., a blue-blood Wall Street broker that was eventually subsumed into Credit Suisse First Boston (CSFB). That was in the early 1970's at a time of great monetary flux for the emerging Eurodollar/Eurobond market. I was still young and surrounded by people who later grew to some prominence. For example, Stani Yassakovitch was a White Welder who later became Chairman of Western American Bank, later to become European American Bank. Then there was David Potter, just out of university and trading CD's. David later went on to become Chairman (or CEO -I can't remember which) of Samuel Montagu. Years later I met up again with him - at a Bond Conference in Helsinki of all places - when he joined Midland Bank where I was the treasurer in the Forfaiting division. I was at Midland throughout the eighties and helped fund a large number of financing packages for weapon deals - from Mortars for the Planagists in Lebanon to helicopter gunships for Turkey (but possibly bound for Iraq). I also worked on a package for F16's for, but can no longer remember if this was concluded or not or where they were destined. The division I worked in was Midland Bank Aval Limited (known as MidAval) which was wholly owned by Midland Bank Group International Trade Services (known in-house as "Mib-Gits"). Weapons financing and discounting Russian government "paper" were the two most important profit sectors we were involved in. Interestingly, MibGits was a commercial "cover" for Britain's SIS and SS (MI6 and MI5) and more than half a dozen intelligence officers worked there full time involving themselves in various international weapon deals and other forms of spookery. Back in 1983, MibGits hit the headlines when their Moscow Representative, Dennis Skinner, a career MI6 officer, was tossed out of the fifth floor window of his Moscow apartment block. Skinner had identified a KGB "mole" working in the British embassy in Moscow and the KGB took their revenge. One of the more senior MibGits officers was MI5 spook master Sir John Cuckney and his thug underling Stephan Kock. Kock has been identified by insiders (including, for example, Gerald James - former Chairman of the large armaments firm Astra) to have one time headed Group 13 - a "deniable" assassination group composed largely of former SAS types who operate at arms length - on behalf of Britain's Foreign Office. Some years after I left the bank, I met up with Gerald in the coffee lounge of the Institute of Directors on Pall Mall. At the time I was conducting research for an article I was writing on Group 13. More than once, others sitting close gave us skewed glances as we discussed assassinations, arms deals and secret services -- not the sort of topic that most IOD members got to listen to very often. Gerald's book "In The Public Interest" is an extremely insightful reflection of Margaret Thatcher's Britain and in it he typifies Midland Bank (that is to say MibGits and MidAval - since we dealt with Astra, too) as "a veritable junction box of the UK

Reports from around the world compiled by the Worldwatch Institute (see attached data table) show that global ice melting accelerated during the 1990s-which was also the warmest decade on record. Scientists suspect that the enhanced melting is among the first observable signs of human-induced global warming, caused by the unprecedented release of carbon dioxide and other greenhouse gases over the past century. Glaciers and other ice features are particularly sensitive to temperature shifts. The Earth's ice cover acts as a protective mirror, reflecting a large share of the sun's heat back into space and keeping the planet cool. Loss of the ice would not only affect the global climate, but would also raise sea levels and spark regional flooding, damaging property and endangering lives. Large-scale melting would also threaten key water supplies as well as alter the habitats of many of the world's plant and animal species. Some of the most dramatic reports come from the polar regions, which are warming faster than the planet as a whole and have lost large amounts of ice in recent decades. The Arctic sea ice, covering an area roughly the size of the United States, shrunk by an estimated 6 percent between 1978 and 1996, losing an average of 34,300 square kilometers-an area larger than the Netherlands-each year. The Arctic sea ice has also thinned dramatically since the 1960s and 70s. Between this period and the mid-1990s, the average thickness dropped from 3.1 meters to 1.8 meters-a decline of nearly 40 percent in less than 30 years. The Arctic's Greenland Ice Sheet-the largest mass of land-based ice outside of Antarctica, with 8 percent of the world's ice-has thinned more than a meter per year on average since 1993 along parts of its southern and eastern edges. The massive Antarctic ice cover, which averages 2.3 kilometers in thickness and represents some 91 percent of Earth's ice, is also melting. So far, most of the loss has occurred along the edges of the Antarctic Peninsula, on the ice shelves that form when the land-based ice sheets flow into the ocean and begin to float. Within the past decade, three ice shelves have fully disintegrated: the Wordie, the Larsen A, and the Prince Gustav. Two more, the Larsen B and the Wilkins, are in full retreat and are expected to break up soon, having lost more than one-seventh of their combined 21,000 square kilometers since late 1998-a loss the size of Rhode Island. Icebergs as big as Delaware have also broken off Antarctica in recent years, posing threats to open-water shipping. Antarctica's vast land ice is also melting, although there is disagreement over how quickly. One study estimates that the Western Antarctic Ice Sheet (WAIS), the smaller of the continent's two ice sheets, has retreated at an average rate of 122 meters a year for the past 7,500 years-and is in no imminent danger of collapse. But other studies suggest that the sheet may break more abruptly if melting accelerates. They point to signs of past collapse, as well as to fast-moving ice streams within the sheet that could speed ice melt, as evidence of potential instability. Outside the poles, most ice melt has occurred in mountain and subpolar glaciers, which have responded much more rapidly to temperature changes. As a whole, the world's glaciers are now shrinking faster than they are growing, and losses in 1997-98 were "extreme," according to the World Glacier Monitoring Service. Scientists predict that up to a quarter of global mountain glacier mass could disappear by 2050, and up to one-half by 2100-leaving large patches only in Alaska, Patagonia, and the Himalayas. Within the next 35 years, the Himalayan glacial area alone is expected to shrink by one-fifth, to 100,000 square kilometers. The disappearance of Earth's ice cover would significantly alter the global climate-though the net effects remain unknown. But when we do this with the teachings of Jesus, we find views which are more at home in the far left wing of the Democratic Party. In fact the socialists, Marxists and radical Greens would love the ethical teachings of Christ and they do. Of course they do. They all understand the destructive effects of wealth and concentration of wealth. Fidel Castro, it seems, is quite fond of these quotes from Jesus. He has said: I believe that Karl Marx could have subscribed to the Sermon on the Mount. While the Sermon on the Mount is considered great teaching by most Christians, very few actually pay attention to what was said: No man can serve two masters; for either he will hate the one, and love the other; or else he will hold to the one, and despise the other, Ye cannot serve God and mammon. This is why J could never be a Republican. Therefore I say unto you, Take no thought for your life, what ye shall eat, or what ye shall drink; nor yet for your body, what ye shall put on. The Sermon starts out with a condemnation of money: you cant serve God and mammon. Then it goes into a discourse on why you shouldnt make an effort to support yourself, since the great welfare state in the sky will provide all your needs. But this is entirely consistent with every other quote attributed to Jesus in the New Testament. Jesus never had a kind word regarding wealth and the wealthy (see: Matthew 13:33, Mark 4:19, Luke 8:14, Mark 10:21-25, Luke 14, and Luke 19). These assaults on wealth are openly endorsed by numerous other disciples throughout the New Testament. Wealth is repeatedly listed as an impediment to salvation. In fact Jesus, on more than one occasion, said that one must abandon wealth in order to be saved. Definitely NOT a Republican. Nor a Democrat either. But NEVER would HE be a Libertarian. I have never met or spoken with him but just by reading his book he also seems to be a simpering and pompous s.o.b. Interestingly, this group, according to Robert Hutchison's "Thy Kingdom Come," was part of the Opus Dei network. This is fascinating because the late M.P. (and former government minister) Alan Clark in his "Diaries" reveals that he attended a Le Cercle conference held at Muscat, Oman and attended by the Ruler, Sheik Qaboos - who clearly is not a Christain. Clark attended the conference along with Jonathan Aitken (the disgraced Tory Minister) who Clark stated "...knew absolutely everybody in the world [and] amusingly and indiscretely guided me through it [the attendance list]. This included General Norman Schwarzkopf and Julian Amery (later Lord) son of L S Amery, a Rhodes Trustee. At other times, invited speakers were Kissinger, Hans-Josep Strauss, Brzezinski, David Rockerfeller and Giulio Andreotti. Both Crozier and Amery were, at one time, Chairman of Le Cercle. Crozier also ran an intelligence outfit called simply the "61" that is said to have represented the number of those who supported and financed it. These included the fascist financial manipulator, Sir James Goldsmith and other billionaires and millionaires and I think Rupert Murdoch (tho' I am not certain of the last). The Cercle has, in the past, also included support from Alexander de Marenches, formerly head of SDECE and Sir Arthur "Dickie" Franks. Five Northrop Grumman employees were so intimidated by White House threats of jail that one was nearly fired when she refused to tell her own bosses about the administration's failure to turn over thousands of e-mail messages under subpoena. Newly obtained information shows the White House threatened to have the five employees jailed after they found and reported a glitch in the White House computer system that prevented the discovery of more than 100,000 White House messages involving campaign finance abuses, Monica Lewinsky, "Chinagate" and "Filegate." The threat came from Laura Crabtree, White House customer-support branch chief, during a June 15, 1998, meeting in her office after the discovery by Northrop Grumman of the computer glitch, according to lawyers and others familiar with the growing scandal. She told the employees the matter was "extremely sensitive," warned them not to tell anyone about it without explicit authorization and said the consequences would be a "jail cell." One of the Northrop Grumman employees, all of whom worked on a technical-support contract for the Executive Office of the President, was given 30 minutes to change her mind or be fired for insubordination when she refused as ordered by the White House to tell her immediate supervisors about the e-mail problem. That employee ultimately told the company's program manager she would "rather be insubordinate than go to jail." During the June 1998 White House meeting, Mrs. Crabtree asked each of the five employees individually if they understood there were consequences if they spoke out about the e-mail problem, according to the sources. The e-mail messages had been sought under subpoena by a federal grand jury, the Senate Judiciary Committee, the Senate Governmental Affairs Committee and the House Committee on Government Reform as part of several ongoing investigations. The employees confirmed in interviews Tuesday by government reform panel lawyers a series of accusations made last month by Sheryl L. Hall, chief of White House computer operations. She told The Washington Times that administration officials covered up the fact that e-mail from August 1996 to November 1998 had not been surrendered as required by law. Mrs. Hall said at least 4,000 of the messages related to Miss Lewinsky, the former White House intern with whom President Clinton admitted having a sexual relationship, while hundreds of others included references to the White House's receipt of secret FBI files; information on the selection of corporate executives for overseas trade trips; and e-mail concerning campaign finance activities in the 1996 election. The glitch was first discovered in May 1998 when Northrop Grumman employees traced a programming error on one of four White House servers back to August 1996. The error involved e-mail to and from 464 White House computer users. The problem was not fixed until November 1998. Mrs. Hall, who now works at the Treasury Department, said the missing e-mail messages were discovered when Northrop Grumman found that one of the four White House Lotus Notes e-mail servers handling the mail for 500 computer users was mislabeled and a White House search of e-mail messages under subpoena was incomplete. She said e-mail from that server was not properly managed over a two-year period meaning not collected by the mainframe computer during the subpoena-record search. The automated-records management system at the White House was designed to scan e-mail "in-boxes" of every user once every several minutes and transfer copies of incoming e-mail messages to a mainframe computer, where they were stored and searched for production in response to subpoenas, Freedom of Information requests and other purposes. The Northrop Grumman employees discovered that because one of the e-mail servers was named "Mail2" instead of "MAIL2" and because some components of the system were case-sensitive, the incoming messages to the users of "Mail2" were not collected between September 1996 and November 1998. The effort to fix the problem initially was dubbed "Project X," but later changed to the "Mail2 Reconstruction Project." The Northrop Grumman employees brought the mistake to the attention of Mrs. Crabtree and Mark Lindsay, head of the Office of Management and Administration. Mr. Lindsay, who participated in the June 1998 meeting in Mrs. Crabtree's office by speakerphone, and Mrs. Crabtree, who now works at the Labor Department, have been unavailable for comment. Casey, CIA and SEC Director, by Ismail Sloan CASEY CAREER FINALLY ENDS by Ismail Sloan One of the most disreputable characters in American Government finally got his reward two days ago, when former CIA Director William Casey died. Casey's most recent notoriety came as the man-in-charge of the now well-known Iran-Contra arms-for-hostages deal. His death came at an inopportune time for most. It came too late to save the thousands of Iraqi lives which have been lost as a result of his masterminding the plot to deliver arms to Iran. It came too soon for him to testify before the Congressional committees who want to learn more details about his role in the affair. Although official White House press releases yesterday characterized him as a "great patriot", his actual role in history is much less clear. Like so many government officials around the world, his rise to prominence came by abusing the powers given him. In the late 1960s, Casey was the Chairman of the United States Securities and Exchange Commission. His enforcement chief was Stanley Sporkin, whom Casey later brought with him to the CIA. Nowadays, officials at the SEC distance themselves from Casey and his policies. They say that under his leadership, the initials of the S.E.C. were understood to mean "See Everything Crooked". However, in their heyday, Casey and Sporkin made quite a dynamic duo. Their favorite trick was the "enforcement proceeding". Every day, they read the newspapers for anything unusual or interesting. When they found something, they would bring a suit to stop whatever it was. These suits were actually hardly ever litigated in court. However, they were invariably accompanied by banner headlines about how the public was being protected. The technique they practiced thousands of times can be illustrated by one fairly random example of this method. In the late 1960s, the Franklin National Bank, a prominent New York financial institution, folded. Although the SEC does not regulate banks, Sporkin, when he read about it in the newspapers, filed suit on the same day. The great genius of Casey and Sporkin was to think up creative theories for new kinds of lawsuits they were constantly inventing. Here, the theory for the suit was that the bank failed adequately to disclose to its stockholders that it was in financial difficulty. Had the bank been regulated by the SEC, this theory would have been reasonable. However, banks and bank stocks were all regulated by the federal and state banking authorities. The main thing about this was that it was all just a publicity stunt. In accordance with the custom in those days, the same day that the SEC filed suit, its lawyers met with the officials of the Franklin National Bank. They then entered into what was known as a "consent decree". The way this worked was that the bank officials agreed to an injunction "without admitting or denying the charges". In other words, they promised never to do it again, without admitting to whatever it was that they did. They all then walked together into the office of a federal judge, who gave a rubber stamp approval to the deal. By this procedure, more than 95% of the suits which the S.E.C. filed under Casey were "settled" either the same day or the next day. The defendants got an exceptionally good deal. In return for their consent, the SEC promised to close the book on whatever they had done. There would be no further civil or criminal proceedings. The guilty officers would not have to go to jail. They would not even be asked to give the money back. They could even open a new bank. The SEC got, in return, newspaper publicity. Both Casey and Sporkin loved to see their name in the newspaper every day. This gave Casey and Sporkin the opportunity to get favorable publicity for themselves in the newspapers all around America by claiming that they had taken strong steps to remedy this situation, whereas in reality they had done nothing at all. Needless to say, neither the uninsured depositors nor the stockholders of Franklin National Bank ever got a dime back. In the particular rare case of the Franklin National Bank, the guilty officers did eventually go to jail. However, the SEC had nothing to do with that, even though they constantly issued press releases giving themselves credit. The actual work on the case was done by the Department of Justice, which does not normally issue press releases. The SEC's actual involvement in the case lasted a total of two days. (Although Casey had left the SEC by the time this was concluded, the methods and techniques were his.) Casey and Sporkin were not, of course, completely independent. Yet China has an equally significant reason to stockpile: its reliance on foreign oil. Without a stable oil supply, China cannot sufficiently expand its forces to achieve its strategic goals. Analysis: At the National People's Congress meeting this week in Beijing, Chinese legislators discussed the need to build up a strategic oil reserve. The head of one of China's state-run oil firms presented the proposal, citing crude oil reserves as a necessary economic safeguard against fluctuations in world oil prices, reported Xinhua. The Chinese government has been a net oil importer since 1995 and is anticipating an increased dependence on foreign oil. But the threat of an erratic market is not the only reason for establishing strategic oil reserves. The Chinese have another driving concern: the potential for enemies to obstruct the flow of oil to the country. The urgency with which China is seeking to resolve its energy crunch suggests that Beijing may be anticipating a day when its agenda - for example, reunification with Taiwan - clashes with those of other international players. China understands that it cannot remain completely self-reliant. Although coal satisfies approximately 75 percent of its energy needs, oil demands have outpaced domestic supply and will continue to grow approximately 4 percent to 5 percent per year through 2015, according to the U.S. Department of Energy. Meanwhile, the country's largest domestic oil source, the Daqing field, is mature and expected to decline in production. While offshore oil sources remain promising, the grand expectations of Xinjiang production have failed to pan out. China's lack of strategic crude oil reserves could threaten its national interests. Having reunited with Hong Kong and Macao, China now appears ready to focus its attention on Taiwan. Taiwan elections are approaching, and China is once again beating the war drums to reunify with Taiwan. But this year, the Chinese People's Liberation Army took its rhetoric a step further by setting an ambitious seven-year timetable for reunification. Until Beijing has a secured reserve, countries that want to prevent an invasion could deny China its access to oil. Given China's ambitious, energy-intensive plans for military and naval expansion, the country must expand its resources extensively. Although many industries run on coal and hydropower, the machines of war - tanks, planes, trucks and ships - cannot. Creating the reserve will be no small task. At today's oil prices, a 90-day reserve to satisfy China's current demand of 4 million barrels per day would cost more than $10 billion - about the same amount as its official defense expenditure for 2000. But building up an oil stockpile scratches only the surface of the country's strategy. Beijing must also develop reliable sources of foreign oil. Some of the momentum behind the emerging strategic alliance with Russia derives from China's oil needs. Two oil pipelines are under consideration, one originating in Russia and the other in Kazakstan. Already, there are plans to import natural gas from a port in Shenzhen, on China's southeastern coast. Bresnahan © 2000 WorldNetDaily.com A shipment of Humvees and other military equipment was sent in error from the U.S. directly into Costa Rica, inadvertently exposing the existence of a secret operation there, according to government sources. Although the supplies are now being held by customs agents and cannot be released until a fee has been paid and papers signed, the U.S. military cannot acknowledge the equipment because it does not have permission to be in Costa Rica. Military sources told WorldNetDaily that incompetence caused the error, and that the supplies should have been flown in secretly to avoid exposing the operation. If the U.S. does not claim the equipment within 60 to 90 days, it will be sold at auction to the highest bidder. The embarrassing situation is just one of a string of events that upset veteran military and intelligence sources who have spoken with WorldNetDaily on condition of anonymity. "We lost the element of surprise. The whole world knows we're there, so there's no danger in telling the story," one military source reassured WorldNetDaily. "This is not a surprise to any of us who've been around for a while. The military is filled with, well, let's just say a lower quality soldier than what we need. Mistakes like this are not unusual," said the officer. Operation Channel is the code name being used to refer to the once-secret operation taking place in Costa Rica. A multinational military force, headed by the U.S. Army, has been gathering soldiers and equipment in a remote area. Sources would not provide details of the plans, but indicated it is for logistical support if action is needed in Panama. When the U.S. relinquished control of the Panama Canal on January 1, it lost a military presence there. This new secret base gives the U.S. a place to coordinate both sea and land forces for possible problems in the area if needed. WorldNetDaily first became aware of a secret operation in Costa Rica when press reports told of the crash of a tourist plane on which former CIA director Stansfield Turner was a passenger on January 15. Turner was nearly killed in the crash -- his wife Karen died instantly along with Sigifred and Therese Richert, and Antonio Sanchez Diaz. The pilot, Cleto Miranda Luna, died of his injuries on February 2. There were 12 others who were injured on board the plane and one on the ground. The plane was a Czechoslovakian-built Taxi Aereo Centroamericano LET 410. It was a small charter plane available for hire at the Tobias Bolanos airport in San Jose, Costa Rica. Employees at the airport and the airline said they had often done business with the CIA. The CIA refused to confirm or deny press reports of the crash at the time. An intelligence source told WorldNetDaily that the CIA could not admit any knowledge of the crash because all the passengers were intelligence operatives who were in the country illegally. "The (Costa Rican) law requires all intelligence people from all countries to register. The people on that plane had not done that, so they (CIA) couldn't admit they even knew they were in the country," explained an intelligence source. Turner, who is also a retired admiral, was serving as a consultant for the Department of Defense, not for the CIA. His role was to help locate a suitable location for logistical support for Operation Channel. The CIA reportedly is involved in Operation Channel only as a resource to the military for intelligence information. "This is a military operation, not an intelligence operation. The problem is poorly trained troops, and an international force that can't decide who is in charge," said the intelligence source. It is not legal for U.S. military to be present in Costa Rica, or to be a part of a multinational force, without an act of Congress. The U.S. can, however, participate in drug enforcement-related activities without special congressional action. The Drug Enforcement Agency was not aware of any such operation, but a military source told WorldNetDaily that the "DEA has agents present." Several possible locations for a secret military base allegedly were to be evaluated by Turner and his group. The pilot was specifically selected for his knowledge of the potential areas and was substituted at the last minute before the flight took off. Previous monitoring sites in the area have been closed since 1995, which would enable Turner's flight to perform low-level flights without detection. The base for Operation Channel has since been located near Liberia, Costa Rica. The U.S. Embassy has been reported to be holding reservations at hotels in the area. Support in the House remained in doubt. Senate supporters of the measure count 60 votes in favor of the pact, just enough to stop potential delaying tactics by opponents, congressional officials who spoke on the condition of anonymity said on Wednesday. The count suggests that about 30 senators oppose the legislation and about 10 are undecided, the officials said. President Clinton sent the legislation, which would grant China permanent normal trade relations, to Congress on Wednesday and was pressing for a final vote in both chambers before Memorial Day. The bill would give China the same permanent trade benefits it grants most other nations. China's trade status now must be renewed annually. The legislation is required under a market-opening agreement the administration struck with China last year to allow Beijing to join the World Trade Organization, the Geneva-based international organization that oversees world trade rules. But given the opposition from organized labor and other interest groups, the debate is shaping up as the biggest battle of the election-year Congress. House Democratic Whip David Bonior, D-Mich., has predicted that as many as two-thirds of House Democrats would oppose the legislation. That cast doubt on whether Republican leaders could win passage of the measure given the slim GOP margin of control. There are 222 Republicans, 211 Democrats and two independents in the House. China will retaliate if trade status fails By Carter Dougherty THE WASHINGTON TIMES Chinese Foreign Ministry spokesman Zhu Bangzao Thursday signaled in Beijing that American firms will be hit hard if Congress does not extend unconditional and permanent normal trade relations (NTR) to China. "If this issue cannot be thoroughly resolved, it will be detrimental to the interest of U.S. enterprises in China," Mr. Zhu said. The threats directed at American businesses highlighted the unusual political dynamic in the debate over NTR. The Chinese government has made little effort to be heard in Washington. Instead, the American business community, along with the Clinton administration, is doing the heavy lifting. Given the prize at stake âaccess to a market of 1.2 billion people â business needs little prodding, but the Chinese government does let U.S. companies know their lobbying services are appreciated. President Clinton formally kicked off the administration's campaign to secure permanent NTR for China in a major policy address on Tuesday. The White House wants Congress to abolish the annual review of China's NTR status, a move that would allow the United States to support Chinese membership in the World Trade Organization under the terms of a November agreement. By most estimates, U.S. companies are plowing $10 million into the campaign, and just this week, the Business Roundtable, the leading industry group on trade policy, announced a $1.5 million advertising campaign in support of NTR. "The bulk of the effort [to secure NTR] has always been undertaken by the companies that do business in China," said Nicholas Lardy, a specialist on China at the Brook-ings Institution. The Chinese have shown little appreciation for the role that Congress plays in formulating U.S. foreign policy, Mr. Lardy said. The congressional relations department in the Chinese Embassy has typically been "short on staff and talent," he said. However, Chinese outreach efforts on Capitol Hill have steadily increased in recent years, according to congressional and industry sources. About five years ago, the Chinese beefed up their congressional relations department. "There are more and more issues in Sino-American relations that need discussion," said Shuning Yu, spokesman for the Chinese Embassy. But China makes little, if any, use of the typical tools of foreign governments that want their views known in Washington, according to those familiar with Sino-American relations. China retains the services of at least two Washington law firms, but their work for the Chinese is limited to technical advice, according to lawyers managing the accounts. "They don't send us up to the Hill to lobby for them," said Brenda Jacobs of Powell, Goldstein, Frazier and Murphy. Ms. Jacobs is part of a team that advises the Chinese commercial office, an entity physically separate from the embassy, on textile trade issues. The law firm of Jones, Day, Reavis and Pogue also does advisory work for the Chinese government, according to Herbert Hansell, who manages the account. The muted Chinese presence in Washington stands in stark contrast to that of the Taiwanese, who employ a small army of public relations firms to make their case for close relations with the United States, Mr. Lardy said. There are few complaints that the Chinese are not more active, since the presence of Chinese diplomats in the halls of Congress can hurt causes more than help them, business sources said. "The hard-core lobbying on [permanent NTR for China] is not up to the Chinese, it's up to the administration and the American business community," said Myron Brilliant of the U.S. Chamber of Commerce. Apart from public statements such as those by Mr. Zhu Thursday, Chinese officials tend to push U.S. firms in a subtle but unmistakable manner, according to industry sources. One lobbyist compared the Chinese behavior to the White House. By law, executive branch officials cannot ask business to lobby Congress. But by emphasizing the importance they place on an issue, administration officials can send a clear signal to even the most politically tone-deaf lobbyist. The Chinese work in a similar manner, business representatives said. For example, in early 1995, then-House Speaker Newt Gingrich, Georgia Republican, publicly deviated from the strict "One China" policy. This policy, a staple of Sino-American relations, dictates that the United States will recognize only mainland China as the true representative of the Chinese people. China has consistently threatened the United States against any deviation from this policy. Thomas Schwartz, commander of American forces in Korea, told the Senate Armed Services Committee that Pyongyang is the "country most likely to involve the United States in a large-scale war." He said that despite a collapsing economy Pyongyang invests most of its resources in the military. Schwartz said North Korea's military is the fifth largest in the world with one million soldiers, 1,600 aircraft and more than 800 naval ships and 12,000 self-propelled and towed weapon systems. He said Pyongyang's missile inventory contains more than 500 Scud missiles and that North Korea continues to produce and deploy medium-range No Dong missiles capable of striking United States bases in Japan. Negotiations are being conducted to improve relations and ensure U.S. and other international aid to Pyongyang. The talks are taking place in New York and involve the first-ever visit of a high-ranking North Korean official to the United States. U.S. officials have been skeptical of the North Korean bid for aid saying they are concerned that Pyongyang will find a way to divert Western assistance to help fund military programs. The United States, Japan and South Korea have pledged billions of dollars for North Korea to end its nuclear weapons programs. "They show no intentions to reform," Schwartz told the Senate panel on Tuesday. "We must consider that the North Korean economy could break down completely, precipitating social chaos and threatening the existence of the regime itself. The situation on peninsula remains volatile, unpredictable, and dangerous." The general said North Korean ruler Kim Chong Il "will clearly sacrifice popular welfare to continue his 'military first' policy." He said Pyongyang's military goal is to "reunify the peninsula by force" in a strategy based on surprise, a short war and the prevention of the arrival of U.S. reinforcements on the peninsula. "In the last 12 months, North Korea has done more to arrest a decline in readiness and to improve its military capability than in the last five years combined," he said. "Highlighting these enhancements is an ambitious program to improve ground forces capabilities. A key component of this initiative involves the deployment of large numbers of long-range 240mm multiple rocket launcher systems and 170mm self-propelled guns to hardened sites located near the Demilitarized Zone." He said North Korea has tested the Taepo Dong, with a range of 2,000 kilometers, and the Taepo Dong, with a range of more than 5,000 kilometers. The general said North Korea "is one of the world's largest missile proliferators and sells its missiles and technology to anyone with hard currency." The talks in New York represent one aspect of North Korea's opening to the West, officials said. They said a delegation of four North Korean Foreign Ministry officials ended a visit to Canada as part of a renewed dialogue with Ottawa. The trooper said he saw an empty body bag inside the van. When the white van left the compound, Keys said he saw the body bag containing what looked like the shape of a corpse, Brannon said. "The van that Keys saw could only have been kept secret, at that level, by the military," Brannon told reporters. "If somebody was killed, they could just say that he was killed in a training accident. It's a mystery who it was and we're waiting for somebody in the government to tell us." "Keys also says that he saw something as big as a door being loaded into a U-Haul truck. One of the doors from Mount Carmel has been missing since the day of the fire the door that might prove that during the Feb. 28 raid, the ATF fired first," Brannon added. Keys also testified that earlier on April 19, 1993, while he was at the DPS Waco commando center, he overheard an FBI agent say that a "firefight" was under way at the back of the Mount Carmel compound, Brannon said. The crowd, mostly youths, surrounded the mansion--one square block. They chanted, drummed and spoke, denouncing Gov. George W. Bush and calling for a moratorium on executions. The action was called by the Campaign to End the Death Penalty. Njeri Shakur of the Texas Death Penalty Abolition Movement received an ovation when she spoke about how death-row prisoners Ponchai "Kamau" Wilkerson and Howard Guidry carried out a courageous death-row demonstration. On Feb. 21-22, Wilkerson and Guidry took a prison guard hostage for 13 hours to protest the railroading of youth onto death row. The two prisoners called for a moratorium on executions. Shakur, along with SHAPE Community Center Director Deloyd Parker and the National Black United Front's Kofi Tahara, met with the two prisoners and presented their demands to prison officials. The guard was released unharmed. Shakur and other speakers called for a nationwide campaign to "hound Bush" as he campaigns for the presidency. Hundreds in Austin signed a petition circulated by the new Texas Death Penalty Moratorium Committee. The committee was initiated by former death-row prisoner Clarence Brandley, Muhammad Mosque #45 in Houston, the Abolition Movement, Harris County Green Party, SHAPE and others. Governor Bush is drawing fire worldwide for the rapid pace of executions and lack of due process in Texas. Opponents point to the lack of a public-defender system for indigent prisoners--the vast majority of those who wind up facing the death penalty. Bush vetoed legislation to create a public defender system last year. He has presided over 122 executions since he took office. Another 458 prisoners await execution. All the women and men on death row are poor and working-class people. Forty-one percent of death-row inmates are African Americans--but only 12 percent of Texas' population are Black. ABOLITIONIST NJERI SHAKUR TARGETED On March 8, the state of Texas lashed out at Njeri Shakur. Judge Jan Krocker charged Shakur with contempt of court and sentenced her to 30 days in jail. Shakur, a grandmother, is to spend four weeks behind bars for objecting to Krocker's racist conduct at a Feb. 8 hearing. Krocker, who is white, let prison guards beat African-Asian prisoner Ponchai "Kamau" Wilkerson after she set his execution date. "Judge Krocker is known here in Houston," said Gloria Rubac of the Texas Death Penalty Abolition Movement. "Her reputation is one of extreme brutality in a city known for it's judicial misconduct and racism." Shakur's supporters say the jail sentence is retaliation for her leadership in building community support for a moratorium on executions. Representing the Abolition Movement, Shakur filed a complaint against Wilkerson's court-appointed attorney, Troy McKinney, with the Texas Bar Association Feb. 29. Shakur and Millions for Mumia's Greg Butterfield said McKinney had refused to file a petition for executive clemency. Krocker told Shakur's attorney she was locking up the abolitionist to prevent her from protesting at Wilkerson's March 14 execution. Activists here said Krocker's repression won't quell the movement to stop executions. "Gov. Bush wants quiet on his home front while he campaigns for president," said Johnnie Stevens of People's Video Network. "But he's not going to get any." Rubac and Stevens said their organizations would campaign for Njeri Shakur's freedom and hound Krocker. "We are going to expose her," Rubac said. Others joining in defense of Shakur include SHAPE Community Center, the Justice for Pedro Oregon Committee, and Houstonians United for Mumia. BARNES: `CONTINUE THE STRUGGLE' At the Austin rally a young woman spoke for the Committee for Justice in France. The Committee for Justice raised more that $85,000 to aid attorneys investigating the case of Odell Barnes. Barnes was executed in Huntsville March 1. A young Black man, Barnes was proven innocent by DNA tests paid for by the French group. The weekly Houston Press ran a cover story on the new evidence in late January, including the likelihood that blood on Barnes' overalls was planted there in a police laboratory. The Texas courts, the Board of Pardons and Paroles, and Bush refused to act on this evidence. Bush ignored pleas from French President Jacques Chirac and the European Union Parliament asking for clemency. If I remember correctly it emphasizes (Anti-Christ) Jewish religion and not biological race. I think it says if you have a Jewish mother you are considered to be a Jew (one criterion) but only if you haven't converted to another religion. I suppose some world religions are exempt in practice but not Christianity. The plans could lead to up to three-quarters of a million children being prescribed psychoactive medication. Mental health workers have warned that the new legislation is so widely drawn that doctors will be given the right to prescribe drugs to children just because they are having difficulty with their maths or spelling. Psychiatrists would also gain greater powers to order compulsory treatment in the community (CCTOs) to both adults and children deemed to have severe mental problems. Under the present legislation people can only be given treatment against their will if they show seriously irresponsible or abnormally aggressive behaviour. The Green Paper on reform of the Mental Health Act proposes that doctors will generally be able to prescribe drugs to people if they have any disability or disorder of the mind or brain, whether permanent or temporary, which results in impairment or disturbances of mental functioning. No distinction is made between children and adults, either those voluntarily seeking treatment or under the provisions regarding CCTOs. Responding to the proposals, a spokeswoman for the charity Young Minds, explained: Around 10 percent of children have a diagnosable mental disorder [The proposed legislation] is drawn so widely that it could cover a lot of children who have learning disabilities. The implications for kids is considerable. Widespread concern over the legislation follows alarming evidence of an increased reliance on drugs when dealing with children. Tens of thousands of school-age children, often with only common behavioural problems, are being prescribed Ritalin simply in order to control them. Ritalin is a stimulant whose affects are similar to those of amphetamine, methamphetamine and cocaine. The revelations began when news leaked out that a nursing home in an outer Melbourne working class suburb had subjected its 57 patients to kerosene baths. Several suffered second-degree burns and blisters. One woman, aged 84, died two days later. The bathing had been ordered to control an outbreak of scabies, a skin disease. The news provoked widespread outrage from the families of people in care. Reports of similar horrors across the country followed as health workers, relatives and pensioner groups seized on the rare media attention to speak out. On January 17 the federal Department of Health and Aged Care had received complaints from nursing staff at the care-for-profit Riverside Nursing Home about the kerosene baths and other ill-treatment of residents. It was not until the complaints received media coverage three weeks later, however, that the department referred the matter to the Aged Care Standards and Accreditation Agency, and inspectors were dispatched to investigate. Aged Care Minister Bronwyn Bishop claimed not to know of the facts until mid-February. It soon emerged that last year nursing staff at Riverside had lodged complaints about shortages of bed linen and medical supplies, and weevil-infested food, among other things. Despite Riverside failing on 26 out of 29 case standards, the government excused the breaches, closing its file four months later. That decision was consistent with the government's record of never having withdrawn a nursing home licence. On February 22, facing mounting public outcry and media attention, Bishop and the government initially sought to bury the issue by quietly withdrawing federal subsidies from the home without any public announcement. As more details continued to emerge, the government suddenly ordered the closure of Riverside last Monday. It did not consult the 57 residents or their families, nor did it give them notice of the decision. Most of the patients were left with no choice but to transfer to a hospital 40 kilometres away in the centre of Melbourne. Anguished patients, relatives and staff bitterly accused the government of further endangering the lives and welfare of the residents. Many of the residents' loved ones, often elderly themselves, will have no means of travelling to the hospital to make visits. In a bid to justify its sudden reversal, the government released the Aged Care Accreditation Agency's report on Riverside. That report, however, showed a protracted pattern of mistreatment to which the government had clearly turned a blind eye for years. Bandages for wounds were so scarce that dressings that are leaking fluids or falling off are patched up. There was ongoing risk that residents' open wounds can become flyblown and infested with maggots. Soiled dressings were left in bathrooms; soiled bandages and towels were washed with the residents' laundry; urine-stained foam mattress overlays were stored with clean linen; and fly-screens were missing. Cornflour was applied to residents' skin to treat itchiness. Of the 46 residents reviewed, six have confirmed dehydration, nine others have possible dehydration, 15 have recorded increasing episodes of aggression, confusion, depression, fainting or loss of consciousness, 13 have recorded infections such as conjunctivitis, cellulitis, diarrhoea, urinary tract infections and infected wounds (and) two residents have chest infections. In the single worst case, a woman's broken arm had been undetected for a week, misdiagnosed as simply a reaction to an influenza injection. Only the determination of the nurses forced the conditions at Riverside into the open. One nurse told the media that nursing staff had fought against the kerosene baths, which had been ordered by the supervising nurse. Nurses were now afraid that they would be viewed as monsters. Adelaide Ericksen, a registered nurse who formerly worked at Riverside, told the Australian that nurses worked there in a climate of fear. Off to Work We Goand GoNever Sure Why We Bother

The Working Life: The Promise and Betrayal of Modern Work, by Joanne B. Ciulla.
Times Books, 266 pages, $25.
For something that most of us do, or want to do, work is not easy to write
sense about. Work is our chief connection to the world around us. Work tells us
what to do each day, converts our thoughts into objects or acts and our energy
into sustenance, gives us our social personality, company, respectability,
distinction. Work is also a tyranny to which we submit out of witless
conformity and which obscures reality as completely as it obscures its own
purposes.
The question posed by Joanne Ciullas intriguing new book is this: In affluent
societies, where most people work not for their needs but for their wants, why
do we work so hard and so unhappily? Entering the third millennium, humanity
should be loosening up, spending more time on the historical golf course. As
Ms. Ciulla writes, with liberal wistfulness: "I am perplexed at the domination
of life by paid employment at a time when life itself should be getting
easier."
Her book, which deals with paid work to the exclusion of house- and schoolwork,
falls into three parts. The first is a canter through social attitudes to work
from the time of the creation. For Adam and Eve, work was a curse, symbol of
their expulsion from paradise. Aristotle thought work an obstacle to both a
contemplative leisure and an active citizenship. As always, he distinguished
between need and want. A human being can only consume so much food and so many
pairs of shoesnecessitiesbut can never satisfy his wishes. Work, as he saw
it, becomes a treadmill of self-reproducing desires.
In the Middle Ages, work was constrained within a timeless and hierarchical
society, and subordinate to the health of the soul. It was with the Protestant
reformers of the 16th century, notably Calvin, that work was detached from good
works and became a sacrament in itself, a token of grace and symbol of
salvation. It is this so-called work ethic, partly but not wholly stripped of
its religious content, that gives texture to life in the United States and,
because of the prestige of the U.S. economy, more and more societies abroad.
Americans, even if they work on product placement in childrens television,
tend to be convinced of the righteousness of their jobtheyre curing cancer.
Hard work is a symbol not of the souls salvation but of election to the only
paradise on offer in this fallen world, the American Dream.
In her second section, which is devoted to the American corporation, Ms. Ciulla
makes a point that often strikes visitors to the United States like an
epiphany: There is something inexcusably un-American about the U.S.
corporation! Time stamping, beer busts, random drug-testing, pink slips,
walking the talkwhat could be more unfree?
The downsizing movement of the 1990s left a great impression on Ms. Ciulla.
For her, the various corporate philosophiesTaylorism, scientific management,
the organization man, the pursuit of excellence, continuous improvement,
empowermentare irredeemably sentimental and phony, for they ignore the
imbalance of power between employer and employee. To give an example from my
own country, for about 70 years the chain store Marks Spencer was worshiped
in Britain as the perfect union of profit and social virtue. Last year, its
markets fell to bits, and it started beating up on its suppliers like the best
of them. I suspect that U.S. and British corporations and the societies that
depend on them are too unstable for any but the most temporary judgments.
The third, and most philosophical section of the book, deals with the rewards
of work. To my taste, Ms. Ciulla is excessively cautious. She does not like to
think about the old division of labor between the sexes. Yet when a man could
return at sundown to be greeted by his lovely wife at the picket fence, and
supper on the table, even working for Albert J. Dunlap (known as "Chainsaw Al"
or "the Shredder" for his unsentimental approach to the payroll at Scott Paper
Company) must have been tolerable. Now that Mr. 9-to-5 must come back to an
overgrown garden and an empty house, bare cupboard and wife slaving away at the
telemarketing center, he must think again about what they both gain from work.
The old leftist idea that women, in emancipating themselves, would also
emancipate men, is beginning to look sentimental, to put it mildly.
Ms. Ciulla does not go deeply enough into the rewards of work. She observes
that Americans are "willing to trade freedom in the workplace for freedom in
the marketplace." She recognizes that liberty in America once meant something
more than retail creditdid Patrick Henry shop?and that shopping merely forces
us back to work, while television helps us stomach it. Anyway,

The attack occured late Tuesday in Tetovo, near Macedonia's border with Kosovo, it said. The ministry said an M-70 rocket was fired from a distance of about 60 meters (200 feet) at the police station and struck an electricity pylon near the building. The rocket launcher was found several hundred meters from the station but the attackers fled, it said. National radio reported earlier that the explosion damaged the police station and destroyed the electricity pylon, causing a power failure in the center of Tetovo, located 45 kilometers (30 miles) east of Skopje. It was the second attack this year against a police station in Macedonia. On January 20, an explosive device was thrown at a police station in Kicevo, a village near Skopje that also has a mainly ethnic-Albanian population. On January 12, three Macedonian policemen were shot and killed as they patrolled near another Albanian-dominated town, Aracinovo, 10 kilometers (six miles) north of Skopje. The area is known as a hub for arms and drug trafficking. In 1997 and 1998, several police stations, courts and railway lines were targets of bomb attacks in six Macedonian towns. A congressional candidate planning to give away guns as part of his campaign calls it a perfect way to raise money and let people show their support for the right to bear arms. Mark Detro, seeking the Republican nomination for the 2nd Congressional District, said Thursday that people who donate $5 to his campaign will qualify to win a variety of guns. "We're seeing in Oklahoma an erosion of our firearms rights," Detro said. "This is a great way for people to get involved with a political issue." Detro said his plan had received the approval of the Federal Election Commission and Oklahoma Attorney General Drew Edmondson. That came as news to Edmondson's spokesman Gerald Adams. "Someone will be calling (Detro) to say he can't do this," Adams said Thursday. He said it would be illegal for the campaign to hold a raffle or lottery where money must be given to qualify for a prize. Detro said gun winners would receive a safety course from the National Rifle Association and would have to undergo background checks before receiving the firearm. He said two types of Ruger guns were donated by Guns Are Us, a Massachusetts gun broker, and he's contacted several manufacturers seeking donations of firearms. Hogan, *Cradle of Saturn*, based closely on the theories of Velikovsky. (Anyone on this list who has been reading the issues of Kronos forwarded by Das GOAT could almost have written the book...) The central thesis of the book is that a protostar or megacomet called "Athena" is ejected by Jupiter (remember your mythology), crosses the Solar System, and then swipes the Earth, causing pole shifts, crustal disruptions, and the general collapse of civilization. What she got was much more than she bargained for. When Sylvia English, 39, single, and no children, went to the East Asheville branch of the NC Department of Motor Vehicles (DMV) to update her driver's license she did not realize that she needed her social security card. Upon finding out, English says she vocalized her disapproval to the DMV examiner. The examiner explained to her that all applicants seeking a driver's license, regardless of their record, are to provide their social security number as mandated by President Clinton's Executive Order 13019, issued on Sept. 28, 1996, supposedly designed to keep track of 'dead-beat' parents. English did not have her social security card with her, so she had to return the next day with it. Upon English's second examination with the E. Asheville DMV, she claims she was asked questions which were agitating to her. English said DMV Examiner Creasman asked her in depth questions about her physical health, mental health, and if she was registered to vote. Examiner Creasman abruptly ceased communication when contacted by The Asheville Tribune. However, Examiner Hyder from the West Asheville branch said that the DMV is required to ask all applicants if they suffer from any health problems. If the examiner is not too busy, Hyder said there is a list of specific questions regarding someone's health, as it relates to their ability to drive, that an examiner can choose to ask the applicant. Therefore, according to Hyder, it is not odd that Creasman asked English these questions. Regardless, English says she answered all of the questions and provided all information and identification that was asked of her by Examiner Creasman. Though, she admits that she did so with obvious disgust because she felt the questioning to be invasive, and, after all, she only wanted to change her address. Creasman granted English the updated license, but not without a hitch. On May 7, English received a letter from DMV officials in Raleigh instructing her to complete and return a ten-page medical evaluation within 30 days or else her license would be canceled due to a medical incapacity to drive safely. Furthermore, completion of the report requires that she provide her signature. But the only place on the entire form that allows for English's signature succeeds the following paragraph: "I hereby authorize Dr. __ to give any examination he deems necessary for the purpose of determining my physical fitness to operate a motor vehicle. I also authorize any other physicians who attended me, or any hospital or clinic in which I have been examined or treated, to give the Division of Motor Vehicles or its representative any information they may request concerning my condition. I understand this authorization includes permission for this information to be reviewed by a panel of unidentified physicians for the purpose giving the Division a medical opinion on my case. SIGNATURE OF APPLICANT__" English says she considers herself an 'open' person and has no problem allowing her doctor to conduct a physical exam to determine if she can drive a car safely. What English adamantly objects to is giving the DMV access to her entire medical history, to be freely scrutinized by a 'panel of unidentified physicians.' When Examiner Hyder was asked if he would sign such a report, authorizing the DMV to view his complete medical history, he responded, "I would have no problem signing the medical report if I didn't have anything to hide." English says she doesn't have anything to hide. According to English, she has no insurance points, has not been in an accident, and in 33 years of driving, has received only one ticket - a DUI in 1993. She received the required physical from her doctor, but she feels the DMV's evaluation is unreasonably invasive and unjust, and she does not understand why she must grant them permission to secretly peer into her entire life. Incidentally, the page requiring the signature also has an unidentified bar-code at the bottom. Hyder explained that DMV appointed physicians who study an applicant's medical report are to remain unidentified to protect themselves from any possible danger in case they determine an applicant is unfit to have a driver's license. He guessed that the bar-code is probably a way to keep track of a person's file. Mr. Murphy feels he has a chance to win with a fair count. S . . . I called Teresa Nagel at the Board of Elections to find out what was the state of vote counting in Lassen County. I called on March 1, 2000 and asked for someone who could answer questions about how we could monitor the vote count. I did not ask for Teresa Nagel specifically, but she came on the phone. She fit the stereotype that I have previously detailed on this e-wire. She seemed to be between 55 and 65, with the air of a stern school Marm, who was politely tolerating me, but ready to go no nonsense on me at any time. I swallowed my pride and played the part of a polite but concerned citizen, who wanted to stand up for my candidate, but who recognized the importance of her job. (I do, but not in the way she thinks.) The following conversation is a paraphrase from notes, but you can call up almost any county in America and have a similar conversation. TN will be Teresa Nagel, and JJC will be me (James Joseph Condit Jr.): TN: Hello. JJC: Hello. Im calling on behalf of candidate Dick Murphy, and I wanted to find out what we can do to monitor the vote count on Tuesday 7 when the votes are counted. For instance, can we be at each precinct, or how does it work? TN: Youre not local? JJC: No, Im calling from Cincinnati, Ohio. TN: Wweelll, (slight almost humorless chuckle) let me explain to you how it works. We dont count the votes at the precincts, we count them downtown. All the votes are brought downtown after the people at the precincts do a certain set of procedures. In two outlying areas the Sheriffs pick up the votes and bring them down because its awfully far for the the people. JJC: What kind of a ballot do they use in the precincts? TN: A computer punch card. JJC: Do they punch the holes in the card with a sharp stylus? because thats how we do it in Cincinnati . . . TN: No, the machine does that. JJC: puts the holes in the card? TN: Yes, they slip the ballot in and make their choices and the machine does that. JJC: And how do you count them downtown. By optical scanner? TN: We have a device that reads the holes in the cards. The system is called Data Vote. JJC: Who makes the system? TN: Sequoia Pacific. (NA note: this is one of the giants in supplying vote counting equipment and software.) JJC: So what right do candidates and citizens have to monitor the ballot count? In other words, what right do we have to check or double check that the computers have been programmed properly, you know, that there were no programming errors. TN: There is no right for the citizens to count ballots. JJC: Well, that makes my job easy, because I guess theres nothing to do then as far as balloting counting. TN: No, we take all the ballots downtown and run them through the machine. JJC: So theres nothing for citizens or candidates to observe. During a book talk in Brisbane, Australia last fall, Judge Judy was quoted in The Courier Mail as saying, "give [addicts] dirty needles and let 'em die," and "I don't understand why we think it's important to keep them alive," calling needle exchange to reduce the spread of AIDS and other infectious diseases an idea advocated by "liberal morons." Judge Judy was soon slammed from both sides of the globe. Bob Aldred, chief executive of the Alcohol and Drug Foundation of Queensland called Judge Judy's comments "callous and deplorable," quoted in the Melbourne newspaper "The Age," saying "the arrogance of a TV celebrity using the tragedy of young lives struck down by drugs for her own commercial gain is nothing short of repulsive." In the United States, prominent conservative commentator Arianna Huffington slammed Judge Judy in her nationally syndicated column, with an editorial titled "The New Callousness." An Internet-based campaign aimed at the Judge Judy show's sponsors began to percolate, as DRCNet, together with allied organizations such as the Harm Reduction Coalition, Family Watch and Drugsense, circulated lists of Judge Judy advertisers and contact info. Three Judge Judy sponsors, Herr's Potato Chips, Papa John's Pizza, and a joint venture of Shell Oil and Chase Manhattan Bank, responded by e-mail that they would cease running ads on the Judge Judy show. Feeling the pressure, Sheindlin released two public statements on her web site, http://www.judgejudy.com, on 11/30/99 and 12/3/99. On 12/21/99, the campaign received coverage in the unlikely venue of supermarket tabloids, with simultaneous articles appearing in both The Globe and The National Enquirer. On Feb. 18, a caller to the CNN program "Larry King Live" show challenged Judge Judy about the incident. Later in the month, activists with the Harm Reduction Coalition in New York planned to protest a Judge Judy book talk at Barnes Noble, but called the plans off after learning she was reading from a children's book. The contractor, Betty Lambuth, says a subordinate told her some of the e-mails deal with "Vice President Al Gore's involvement in campaign fund-raising controversies" and "the sale of Clinton Commerce Department trade mission seats in exchange for campaign contributions." The subordinate said the e-mail also contained information on the White House's improper gathering of FBI background files of long-ago Republican appointees and the Monica Lewinsky scandal, Lambuth stated in her declaration. The document was unsealed by U.S. District Judge Royce Lamberth. Lambuth says she learned of a problem with the White House e-mail system in May 1998 in the midst of Independent Counsel Kenneth Starr's perjury and obstruction probe of the president in the Lewinsky scandal. Because of the problem, which began in August 1996 in the midst of the Clinton-Gore re-election campaign, "a significant number of e-mails were ... not being searched in response to subpoenas and document requests," Lambuth said. "I learned that one of the computer e-mail servers, which housed incoming e-mail to much of the Clinton White House staff, approximately 500 individuals, was not being ... managed" by the automated records system. The system allows text to be searched in response "to subpoenas and other inquiries," said Lambuth. After Lambuth informed the White House, Office of Administration counsel Mark Lindsay told her "that if I or any of my team who knew about the e-mail problem told anyone else about it we would lose our jobs, be arrested and put in jail," she said. She said Lindsay specified that she was not to tell even her private-sector boss, Steve Hawkins, who she said eventually removed her from her White House assignment when she refused to tell him about the e-mail problem. Lambuth said she and her co-workers dubbed the e-mail problem "Project X," and because of the threats, she and her staff took to meeting in a park close to the New Executive Office Building and in a nearby Starbucks when discussing the matter. Lambuth, who left the White House in July 1998, said she still works for CEXEC, a subcontractor for Northrop-Grumman that helps run and maintain the White House computer system. "Lindsay and others on the Clinton White House staff who knew why I wasn't telling Hawkins about the e-mail problem never intervened with Hawkins to protect my job," Lambuth said in the declaration. Calls to the White House press office about Lambuth's allegations were not immediately returned. Lambuth's declaration was released in a lawsuit on the FBI files controversy filed by a conservative group, Judicial Watch. The e-mail problem was publicly revealed last month by a former White House employee, Sheryl Hall, who alleged in a declaration that "when the contractors told the White House about the problem, they were threatened, warned not to discuss it. They were told the documents were classified." At a hearing Friday morning, the judge also unsealed a new declaration by Hall in which she said the White House get rid of computer-taped archives and the contents of computer hard drives of presidential aides who leave. A career staff member in the White House Office of Administration "told me that ... the Clinton-Gore White House plans to destroy ... archival cartridge tapes" and to "reformat the hard drives" of departing White House staffers. Hall said there are archives cartridges for at least 500 departing staffers. Lamberth ordered Justice Department lawyer James Gilligan, representing the White House in the case, to ensure that no hard drives are reformatted and no cartridges destroyed. In addition, "I want names of those responsible for preserving" the material, said Lamberth. Gilligan promised to provide them. The Justice Department lawyer rejected the suggestion that the White House has "suppressed production of e-mails." Gilligan said that the White House has always maintained that it is an "undue burden" to do mass searches of e-mail, but it is willing to do so with "reasonable search parameters." For the super-rich, the problem lies in convincing their children that money is not the most important thing in life. Courses are now held at the Money, Meaning and Choices Institute in San Francisco, to "explore the psychological opportunities and emotional challenges of having and inheriting money". Merrill Lynch, the financial services company, offers a "financial parenting" course to "heighten awareness of wealth's responsibilities". In Palo Alto, the heart of Silicon Valley, a newsletter is published on the issue with the editor, Judy Barber, offering sessions for families to deal with "the unique issues that children of affluence face". Fathers are being advised not to brag about buying yachts and private planes but to emphasise to children the importance of luck and hard work in achieving success. The children of non-computer industry professionals, such as doctors and teachers, however, are said to be suffering. The Child and Family Institute in Menlo Park offers stress classes for pre-teen children and family discussions about values. Kris Goodrich, a co-founder, said the fear of failure has become pervasive. Civilian Internment Camps a Reality The Planned U.S. and Canadian Concentration Camp Program Here are some photo's and information with regards to the concentration camp program established in the US under the Rex 84 program. Rex 84 was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centres by F.E.M.A. Rex 84 allowed many military bases to be closed down and to be turned into prisons. These prisons are located all across the USA. Therefore it is unreasonable to assume that the mass exodus of illegal aliens was the true intention. Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. F.E.M.A. is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation. Each houses about 20,000 prisoners. Currently the largest of these facilities is the just outside of Fairbanks, Alaska. The Alaskan facility is a gigantic mental health facility and can hold approximately 2 million people. The majority of these facilities have no prisoners but are currently staffed by military personal. The camps all have have railroad facilities, as well as roads, coming and going out of them, to get there. Also quite a few are closed down military bases and are adjacent to airport facilities. During this seminar, Bill Lambert, the New England Director of Theosophy, detailed the plan whereby the New World Order Religion would be established. Let us review the pertinent passages. -Caveat Lector- A HREF="http://www.ctrl.org/" /A -Cui Bono?- From: http://www.nytimes.com/library/politics/031100dems-donate.html The New York Times March 11, 2000 Aides to Reno Twice Urged Independent Prosecutor for Gore, Interviews and Files Show By DAVID JOHNSTON and DON VAN NATTA Jr. WASHINGTON, March 10 -- Senior Justice Department officials twice urged Attorney General Janet Reno to appoint an independent counsel to investigate Vice President Al Gore for his role in political fund-raising and at one point came closer to persuading her than was previously known, according to government officials and previously undisclosed documents. Not only did the F.B.I. director, Louis J. Freeh, and Ms. Reno's chief campaign finance prosecutor, Charles G. La Bella, conclude that Ms. Reno was obligated to seek an independent counsel, but so did aides like Robert S. Litt, a highly influential political deputy at the Justice Department who was often said to have opposed such appointments. But Ms. Reno decided against them and ordered the investigation of Mr. Gore closed in December, 1998. That decision lifted an enormous political weight off Mr. Gore as he prepared to seek the presidency and became one of the attorney general's most controversial and criticized moves. Myron Marlin, a spokesman for the Justice Department, said that Ms. Reno made her independent counsel decisions impartially and that her willingness to refer cases to outside prosecutors was demonstrated by her decision to seek such appointments in the cases of seven top Clinton administration officials. As to Mr. Gore, Mr. Marlin said: "The attorney general relied on the advice of a number of officials in this case, career employees who worked throughout Republican and Democratic administrations and had different views on the issue among them. In the end, the attorney general based her decision on the facts and the law without regard to politics." The Justice Department's investigation of Mr. Gore followed an erratic trajectory. It began before the 1996 election when federal prosecutors in Los Angeles opened an inquiry into the vice president's activities at a fund-raising event at the Hsi Lai Temple, a Buddhist temple in Hacienda Heights, Calif., in April 1996. But in an early, pivotal decision, senior Justice Department officials in Washington ordered the prosecutor, Assistant United States Attorney Stephen A. Mansfield, to cease his investigation and turn over any information he had gathered to prosecutors in Washington because Mr. Gore was covered by the independent counsel statute. "As would be necessary in any matter with potential independent counsel ramifications, your office should take no steps to investigate these matters at this time," Lee J. Radek, the chief of the public integrity section, wrote in a Nov. 1, 1996 letter to a top Federal prosecutor in Los Angeles. The letter was recently obtained by The New York Times. The department's temple inquiry exonerated Mr. Gore by 1997, and when he was later interviewed by the F.B.I. in 1997 and 1998, he was never even questioned about the temple. The investigation led to an indictment of Maria Hsia, a California immigration consultant and longtime fund-raiser for the vice president, who was convicted by a Federal jury here last week. Ms. Hsia's conviction has kept alive the political embarrassment that the event caused for the vice president, the putative Democratic presidential nominee this year. His opponent, Gov. George W. Bush of Texas, has vowed to make the vice president's role in campaign fund-raising in 1996 a major issue in the campaign this fall. Today, Mr. Bush said, "The vice president needs to clear up what role he played in raising money from the White House." Jim Kennedy, a spokesman for the president and vice president, said: "The fact that some disagreed with the attorney general's decision isn't news. But the bottom line hasn't changed. This has all been investigated by many people at a cost of millions of dollars with absolutely no finding of wrongdoing on the part of the president or vice president." A review of the Justice Department's inquiry of Mr. Gore's role in the 1996 campaign finance investigation shows that the vice president only narrowly avoided the appointment of an independent counsel to investigate charges of illegal fund-raising, not for any actions related to the temple for but for fund-raising phone calls that the vice president placed from his White House office. The closeness of the call on Mr. Gore's case was not known previously. The debates kept the decision open until the final day of the 90-day deadline imposed by the independent counsel law, when Mr. Radek and other lawyers from the public integrity section persuaded Ms. Reno that the facts would never warrant prosecution, the officials said.
