- What are the criteria to measure the value of a contribution?

- Which are the criteria for a non trivial or obviously insignificant
contribution?

- Would your rating differ from areas of contribution?


I will write my understanding including this premise. I'd appreciate it 
if you could point me out if I'm wrong.


We chose adopted a bottom-up approach contributors supporting and 
meritocracy, in the governance model of The Document Foundation.


The reason why MC check contributions in membership applications is to 
make TDF's governance system work. Contribution activities are required 
to become a member, so it necessary to check it.


While § 10 is obviously referenced, we often refer to previously 
discussed cases. This is not a standard, but it can be helpful.


As far as I can see, MC seems to be trying to maintain fairness by 
having MC members with various positions and contributions come together 
and discuss. That approach isn't perfect, but it seems to work 
reasonably well. Of course, it's for fairness, doesn't improve transparency.


For fairness and transparency in membership applications, a little more 
detail criteria might work. However, there are many different patterns 
of contributions, and it is not easy to create criteria that work well.


Still, there may be a way to create MC documents with criteria that are 
a little more detailed than § 10.

[board-discuss] Self nomination for Membership Committee: Shinji Enoki

Dear members & Board of Directors of The Document Foundation,


I'm Shinji Enoki. I live in Nishinomiya, Japan. As a freelance, I also 
work on a support business for LibreOffice.


I served as Membership Committee Deputy for two years from 2020. The 
Membership Committee is an important part of TDF's operation and I would 
like to be part of it next MC as well.


I supported a board election interview event and MC feedback meetup for 
the Japanese community. On the other hand, I have not been successful in 
increasing his TDF membership in Japan and Asia. I want to challenge 
that in the next MC.


And Through the activities of the MC, I would like to play a role in 
connecting the global community and local communities, mainly in Asia. 
As a frequent join of Japanese and Asian Open Souce events, I have many 
opportunities to meet LibreOffice contributors, other OSS contributors, 
and new contributors. For me, it's relatively easy to contact them.


I started in 2008, OpenOffice.org era. I was the QA Coordinator for the 
OpenOffice.org Japanese Project. And I joined in the found of the 
LibreOffice Japanese team.


My main activity is community organizing for LibreOffice Japanese 
community and event organizing in Japan. Those are mostly online events 
for the past two and a half years. I have been doing a few translation 
and QA tasks as well. I am also a bit active in several other open 
source and open data communities.

I participated in it about two times. I usually read the minutes later.

In my opinion, there is no need to change the current rules,  unless
MC has been suffering from a shortage of members for some time.

If the shortage of MC members due to resignation is a problem, I think
it is better to increase the capacity of MC.
Because resignations occur for a variety of reasons, not just for
running for elections in BoD.

Dear members & Board of Directors of The Document Foundation,

Who I am:
I'm Shinji Enoki. I live in Nishinomiya, Japan. As a freelance, I also
work on a support business for LibreOffice.

I started in 2008, OpenOffice.org era. I was the QA Coordinator for
the OpenOffice.org Japanese Project. And I joined in the found of the
LibreOffice Japanese team. My main activity is community organizing
for LibreOffice Japanese community and community marketing such as
event organizing in Japan.

I have provided the LibreOffice internship program to some of the
people who have been studying from Africa to Japan for the last three
years. In some cases, my support was not enough, but some people
became TDF members.

Since 2006, I have been a volunteer staff of KOF, the largest
open-source and IT community event in the Kansai area of Japan. Since
2011, I have been a volunteer staff of the Japan UNIX Society, which
is one of the oldest communities in Japan. Since 2006, I sometimes
organize meetups by the Linux user group "LILO" in Kansai.

Why I'm candidate to the MC:
TDF supports the LibreOffice community, I think it's important. I
would like to play a part in the smooth running of TDF membership.
Also, I think strengthening TDF membership may help to make the
community more active. Through MC activities, I want to strengthen the
relationships between LibreOffice contributors and find a way to
support new members.

As a frequent join of Japanese and Asian Open Souce events and
supporting LibreOffice internships, I have many opportunities to meet
LibreOffice contributors, other OSS contributors, and new
contributors. For me, it's relatively easy to invite TDF members and
LibreOffice activities. Of course, it's not as easy as it used to be
due to the influence of COVID-19, but I think there is something I can
do online.
